The Swedish Civil Defence and Resilience Agency Expands Cooperation with Ukraine
In the context of Renovator, a NATO project to support Ukraine, the Swedish Civil Defence and Resilience Agency has signed a cooperation agreement with the Ministry of Defence of Ukraine.
The Agency’s engagement in Ukraine now covers the full spectrum of total defence, underscoring that support to Ukraine remains one of the Agency's highest strategic priorities. The agreement, which has been an integral and planned component of the Renovator project, enables the transition of the project into an operational implementation phase.
“This agreement allows us to expand our operational presence on the ground in Ukraine. A permanent presence enhances our situational awareness and understanding of Ukraine’s operational challenges, while also constituting a tangible demonstration of solidarity. We stand side by side.” says Mikael Frisell, Director General of the Swedish Civil Defence and Resilience Agency.
The agreement further facilitates the Swedish Civil Defence and Resilience Agency’s ability—together with other Swedish authorities participating in the project—to conclude additional agreements with local Ukrainian stakeholders, including within sectors such as construction and infrastructure.
Renovator – Rehabilitation of Wounded Soldiers
The agency’s support to Ukraine contributes directly to saving lives, alleviating suffering, and safeguarding democratic values. Renovator is a NATO project aimed at the rehabilitation of soldiers injured as a result of the war. Through structured rehabilitation, wounded soldiers are enabled to return to active service where possible, or alternatively to contribute to society in other essential capacities.
“Rehabilitation is essential for restoring individual autonomy and ensuring that injured personnel can continue to be a resource for their society.” says Ronak Bozorgi Nord, Project Director Sweden.
Effective care for wounded soldiers is a critical enabler for maintaining and strengthening societal resilience and the will to defend.
“When the population has confidence that the armed forces provide comprehensive care for their personnel—both during combat operations and following injury—defence resilience is strengthened. Renovator is therefore a strategically important project that contributes to Ukraine’s long-term resilience and defence sustainability.” Says Ronak Bozorgi Nord.
The project will be implemented during the period 2025–2027. Under a government mandate, the Swedish Civil Defence and Resilience Agency has been assigned overall responsibility for project execution, supported by four additional Swedish government authorities.

To date, the Swedish Civil Defence and Resilience Agency has provided the following support to Ukraine:
- 437 completed or ongoing operations
- 202 donating stakeholders
- 3,000 emergency housing units
- 1,541 truckloads of equipment delivered
- 1,690 tonnes of donated material
- 281 deployed experts
- 266 evacuated patients
- 130 trained medical instructors (who have subsequently trained more than 100,000 medical personnel across Ukraine)
