How the support to Ukraine is directed and organized
The Swedish Civil Defence and Resilience Agency has long cooperated with and provided support to Ukraine. Since Russia’s full-scale invasion in 2022, the agency’s support has increased and is now as extensive as its support to the rest of the world combined.
The support is primarily directed to Ukraine. However, we also provide needs-based support to neighbouring countries. The Swedish Civil Defence Agency has a mandate to assist neighbouring countries in managing the consequences of the war in Ukraine, for example in the event of large refugee flows.
Five prioritized sectors
The agency has identified five sectors where Ukraine’s civil protection needs are particularly significant and where the Swedish Civil Defence and Resilience Agency —through our expertise, networks, and resources— can provide especially relevant and effective support:
- Support to Ukraine’s rescue services
- Support to Ukraine’s mine action capacity
- Support to Ukraine’s healthcare capacity
- Support to Ukraine’s energy sector
- Support to Ukraine’s critical infrastructure
- Additional support to Ukraine
Support leads to lessons learned
The support to Ukraine provides the agency with very good opportunities to gain experience and draw lessons from how a war is conducted and what consequences it has for society. These lessons enable us to ensure a modern civil defence, adapted to the realities and impacts of war.
