Support to Ukraine’s energy sector
Between October 2025 and March 2026, Russia disrupted electricity, district heating, and water supplies in at least 17 regions of Ukraine, including Kyiv. The shortages of electricity placed a significant strain on society as a whole.
Widespread and prolonged disruptions to electricity, heating, and water supply put severe pressure on society. They affect not only individuals but also critical public services such as schools and healthcare, which may be forced to postpone treatments and make even tougher prioritisation decisions in the face of extensive care needs.
Energy sector support in 2026
The Swedish Civil Defence and Resilience Agency’s support to Ukraine’s energy sector consists exclusively of equipment support. This includes both the agency’s own procurement and donations of equipment to Ukraine, as well as the coordination and transport of equipment donations from Swedish authorities, companies, and other actors.
In 2026, the agency’s own equipment support to the energy sector amounts to SEK 150 million. Funding is provided by the Swedish Ministry of Defence. The support is primarily directed to the Ministry of Energy of Ukraine and the Ministry for Communities, Territories and Infrastructure Development of Ukraine.
Swedish donations to strengthen resilience
The Swedish Civil Defence and Resilience Agency serves as Sweden’s focal point for donations provided through the EU Civil Protection Mechanism (UCPM). The agency matches incoming requests for equipment support from Ukraine with available resources in Sweden, and then coordinates and transports Swedish donations to Ukraine.
In 2025, the agency assisted in coordinating and transporting more than 790 tonnes of energy-related equipment donations. This support has contributed to strengthening the resilience of Ukraine’s electricity supply. The industry association Energiföretagen (Swedenergy) has played a key role in this effort by informing its members about the opportunity to donate equipment through the agency.
In 2026, the Swedish Civil Defence and Resilience Agency will also support the transport of energy-related equipment donated to Ukraine through the Radiohjälpen campaign “Keep Ukraine Warm.”
Equipment support to the energy sector
In 2026, a significant share of the equipment procured and donated by the Swedish Civil Defence and Resilience Agency to meet critical energy infrastructure needs consists of generators. Russian attacks on energy infrastructure, combined with an unusually cold winter, led to an extensive increase in demand from Ukraine for generators and power units to heat homes and maintain essential services.
Protection of energy infrastructure
During 2026, the agency plans to donate equipment aimed at protecting energy infrastructure against further attacks. Passive protection measures, such as concrete blocks and gabions, are used to shield critical infrastructure and prevent power outages.
The agency will also donate equipment to enhance Ukraine’s capacity to repair and restore damaged energy infrastructure.
