Gender equality and inclusion in emergency response during war time
Welcome to a webinar on gender equality and inclusion in emergency response during war time. This webinar is the second part of a series of four webinars on the theme of gender equality and inclusion in civil protection, organized by the Swedish Civil Defence and Resilience Agency together with the State Emergency Service of Ukraine (SESU).
Since 2024, the Swedish Civil Defence and Resilience Agency and SESU have maintained an active partnership within the Sida-funded project Strengthening Ukraine’s Resilience: Mine Action and Rescue Service (MARS), which aims to strengthen the Ukrainian rescue service’s capacity in crisis management.
A gender equality and inclusion perspective is integrated throughout the entire project, and experts in these areas from the Swedish Civil Defence and Resilience Agency and SESU work closely together to achieve meaningful results.
Sweden and Ukraine in mutual learning
The purpose of the webinar series is to facilitate knowledge exchange and mutual learning between Ukraine and Sweden on how to promote gender equality and inclusion in civil protection. This is achieved through the exchange of practical methods, policies, and lessons learned that contribute to more inclusive, effective, and resilient organisations and capabilities.
This is the second webinar in a four-part series:
- Gender equality and inclusion in training and education of civil protection personnel (held internally for SESU and the Swedish Civil Defence and Resiliency Agency on 22 May 2026)
- Integrating gender equality and inclusion into emergency response during war time (28 September 2026)
- Preventing discrimination and sexual harassment in the civil protection sector (December 2026)
- Promoting gender equality and inclusion in CBRN response: lessons learned from the MARS Project (Spring 2027)
Agenda
The theme of the second webinar is the integration of gender equality and inclusion into emergency response operations during wartime. During the webinar, representatives from SESU and the Swedish Civil
Defence and Resilience Agency will discuss:
- What are the needs of different population groups during wartime? Which groups are most at-risk and in what ways? How do gender norms in society change? What can be observed in Ukraine, and what can be expected in Sweden during a period of war - what scenarios are being considered and planned for?
- How can the diverse needs of the population be addressed and gender equality and inclusion promoted in civil protection and emergency response operations during wartime? What practical examples can be drawn from ongoing emergency response efforts in Ukraine and from civil protection planning in Sweden?
The webinar brings together stakeholders from different parts of the Ukrainian and Swedish civil protection sectors and encourages active dialogue and the exchange of examples and experiences among all participants.
