New brochure to strengthen the role of businesses in total defence

On 20 January 2026, the Swedish Civil Defence and Resilience Agency will begin distributing the brochure Preparedness for businesses – In case of crisis or war to 130,000 workplaces in Sweden. The brochure provides businesses with advice on how they can prepare for crisis and war – and thus contribute to Sweden's strength.

Residents of Sweden have received the brochure In case of crisis or war on various occasions. The latest version was sent out in November 2024. The first brochure aimed at businesses will be sent out soon. Preparedness for Businesses – In case of crisis or war will be distributed to 130,000 workplaces with five or more employees in Sweden. This will reach approximately 85 per cent of all employees in Sweden.

– The security situation is serious. The military threat to Sweden has increased and we are now preparing for the worst-case scenario – an armed attack. When we are prepared for war, we can also cope with crises. The brochure for companies provides concrete advice on how to plan, practise and strengthen preparedness to deal with different situations, says Mikael Frisell, Director-General of the Swedish Civil Defence and Resilience Agency.

Concrete measures in eight areas

Swedish businesses are a cornerstone of our resilience. When society is exposed to serious events, it is crucial that businesses continue to function. Experience from both the war in Ukraine and the COVID-19 pandemic shows that one of the most important tasks is to keep businesses running. This allows people to continue going to work and goods and services to be delivered – something that strengthens both society and the will to defend it. The brochure Preparedness for businesses – In case of crisis or war contains concrete measures in eight areas that businesses can take to strengthen their own and society's preparedness:

  • Plan and exercise to manage the consequences of serious crises and war.
  • Identify what your operations depend on in order to continue functioning and what can strengthen them, for example back-up power, stockpiling and alternative routines.
  • Analyse staffing requirements: key positions, remote working, redistribution and reinforcements.
  • Establish a crisis organisation with clear roles and lines of communication.
  • Systematically address cybersecurity. Review authorisations and logins and make regular back-ups.
  • Strengthen psychological defence. Provide training in source criticism and the handling of disinformation.
  • Train and conduct exercises regularly. Even simple exercises have an impact.
  • Be prepared to adapt in order to contribute to societal needs. Establish cooperation with government agencies and other actors in advance.

– The information in the brochure, and the detailed information available on our website, is important information for society that concerns all employers in Sweden. Together, we can strengthen our preparedness. Businesses have a crucial role in total defence. By preparing themselves and continuing their operations, they contribute to the functioning of society even under difficult conditions, says Mikael Frisell.

Bakgrund

In October 2025, the Swedish Civil Contingencies Agency commissioned by the government to produce a brochure to increase awareness among businesses of how they can strengthen their own preparedness for crises and war. Starting on 20 January 2026, the newly formed Swedish Civil Defence and Resilience Agency will send out Preparedness for businesses – In case of crisis or war. This brochure complements the brochure In case of crisis or war, which was sent to the general public in 2024. Preparedness for businesses – In case of crisis or war has been produced in collaboration with representatives from the business community.
