Sweden is facing its most serious security situation since the Second World War. In order to strengthen our total defence and create clearer leadership of civil defence, the Swedish Civil Contingencies Agency (MSB) will become Swedish Civil Defence and Resilience Agency on 1 January 2026.

– Our country's total defence, the joint capability of the military and civil defence, will be further strengthened by Sweden having clearer leadership and coordination of civil defence, says Mikael Frisell, Director General.

Swedish Civil Defence and Resilience Agency will have a clearer mission: to enhance the capabilities of civil defence, with war as the defining threat scenario. The agency will coordinate preparations, create capacity for action and help to protect the population – so that Sweden can remain resilient even if the worst should happen.

– Russia's brutal war against Ukraine continues and is affecting the whole of Europe. Sweden is already exposed to cyber attacks, sabotage against critical infrastructure and disruptions to technical systems. Now, the leadership and coordination of civil defence will become clearer. This will make our total defence stronger and our country more resilient. The name and mission are now linked to what we need to achieve, says Mikael Frisell.

• Swedish Civil Defence and Resilience Agency is the leading, guiding and coordinating authority in civil defence. This mission also includes being Prepareness Sector for Civil Protection
• We lead and create decisive action in the overall civil management of war and crises at the national level to ensure that civil and military defence are coordinated.
• We manage crises nationally and internationally – and as allies in war.
• We develop and strengthen capabilities throughout society so that we can act together if the worst should happen.
• We coordinate preparations to protect the population in the event of war and thus maintain the will to defend.
• We contribute to the functioning of the emergency services in everyday life, in crises and accidents, and ultimately in war.
