The Swedish Civil Defence and Resilience Agency is responsible for SWEN – the Swedish Emergency Network. SWEN is currently under development.
The network will provide secure and resilient communication for public safety, security, health and medical services and defence. It is designed to meet new operational needs by enabling broadband communication such as voice, data, video and machine to machine (M2M) services.
Hybrid architecture for national coverage and security
SWEN is built as a hybrid network, combining a state controlled core network with commercial 4G and 5G mobile networks. This approach provides both high security and broad national coverage, while allowing the system to scale for future needs. Critical components are strategically owned and controlled to ensure robustness, resilience and continuity for mission critical communication. By ensuring reliable communication SWEN will become a central component of Sweden’s preparedness and civil defence.

Transition from TETRA
As SWEN is gradually introduced, it will eventually replace the current TETRA system Rakel, while maintaining essential functions during the transition. In the initial phase, Rakel will be integrated with SWEN via a dedicated migration interface. This interface ensures interoperability, allowing Rakel network users to communicate with users in the 5G network in SWEN, and vice versa. When all users have been transferred to SWEN by 2030, we will begin the process of phasing out Rakel.
SGSI and WIS within SWEN
SGSI – The Swedish Government Secure Intranet and WIS, the national system for situational awareness and information sharing will eventually become part of SWEN.
